Works under the Immigration Department of the police force. He hates foreigners and does anything he can to keep illegal immigrants out of Japan, using his place in the police force as a good excuse, though he does follow the law and begrudgingly lets go once something seems to not be under his jurisdiction anymore. His nickname, Yotsume (meaning four eyes,) refers to his pair of extra eyes on his forehead which helps him in his work.
